Had the building been restored, the city would've put it up on stilts to protect it from further flooding.
Still, from what I saw, restoration would've involved replacing practically every bit of material in the entire structure. And, in my opinion, when you get beyond 70% replacement, that's not a restoration, it's a switcheroo.
